The "Turkmenulaggozegchilik" state enterprise, which plays an important role in the transport sector of Turkmenistan, traces its history back to February 1994. The enterprise was initially established within the structure of the Ministry of Automobile Transport of Turkmenistan under the name of "Turkmentransinspeksiya" state enterprise, and in subsequent years, it acquired its current name.
Currently, "Turkmenulaggozegchilik" is not only an institution that monitors vehicle traffic but also acts as one of the main structures supporting the stable and safe operation of the country's transport system. Along with ensuring that the demands of the population and various sectors of the economy for transport services are met, the enterprise carries out work aimed at improving the quality of freight and passenger transportation by road.
One of the main goals of the institution is to strengthen the competitiveness of automobile enterprises serving in Turkmenistan and abroad within the international market. Crucial measures are also being implemented to increase the volume of transit cargo transportation, expand the capabilities of international transport corridors, and enhance the efficiency of the logistics system.
One of the main directions of the "Turkmenulaggozegchilik" state enterprise's work is monitoring the safety of freight and passenger transportation by road. The enterprise pays special attention to offering high-level services to passengers, ensuring that the technical condition of transport vehicles complies with requirements, and maintaining traffic safety.
Moreover, the institution monitors the execution of legislation related to the licensing of road freight transportation and transport-forwarding activities. Conducting technical inspections of transport vehicles, organizing checks at automobile enterprises, and providing methodological and practical assistance also fall within its competence.
The enterprise analyzes documents and adopts relevant decisions regarding the registration of transport vehicles and trailers belonging to individuals and legal entities, conducting tests, and formalizing appropriate certificates. It also monitors compliance with legislative requirements based on plans approved jointly with relevant state institutions.
To ensure road traffic safety, technical requirements and methodologies for registering, testing, and certifying transport vehicles are being developed. In addition, mandatory rules to be observed in cargo transportation activities are prepared, and regular monitoring of their implementation is conducted.
Developing special regulations and determining safety measures in the road transport system is also one of the important tasks of the enterprise. Furthermore, data on road cargo transportation is collected, summarized, and analyzed. This allows for studying the current state of the sector and determining future development directions.
Among the services offered by the "Turkmenulaggozegchilik" state enterprise, the formalization of various types of permits occupies a special place. Necessary permits are issued for foreign transport vehicles to enter Turkmenistan or pass in transit through the country's territory. Transport and forwarding services related to preparing permits for cargo loading within the country or bringing cargo from third states are also performed for unregistered enterprises and foreign carriers in Turkmenistan.
The enterprise also carries out services to check the technical condition of Turkmen and foreign vehicles. Services such as formalizing relevant permits for the temporary admission of foreign trailers and semi-trailers entering Turkmenistan or passing in transit through its territory, as well as issuing waybills for international cargo transport, are offered to customers.
Additionally, permits issued on the basis of international agreements for foreign cargo trucks to enter Turkmenistan or pass through its territory are prepared. Work related to re-registering temporarily imported foreign transport vehicles and monitoring their movement is also performed. Furthermore, technical inspection services are carried out for buses whose service life has reached 10 years.
Accounting and control measures also play an important role in the enterprise's operations. Cargo transport vehicles registered in the country and passing through road checkpoints on the state border of Turkmenistan are regularly registered. Compliance with the rules for transporting passengers, luggage, and cargo is also kept under supervision.
In accordance with the Code of Turkmenistan "On Administrative Offenses," when situations related to the violation of passenger or cargo transportation rules are detected, appropriate disciplinary measures are taken, and the established fines are transferred to the state budget.
Thus, the "Turkmenulaggozegchilik" state enterprise occupies one of the leading positions in ensuring safety, order, and efficiency in the transport system of our country. The activities carried out by the enterprise serve not only to improve domestic transport but also to strengthen the position of Turkmenistan as one of the international transport and logistics hubs.
